Tucker Arensberg Welcomes Sara Franco to Employee Benefits Practice

PITTSBURGH, PA, September 21, 2026. Tucker Arensberg, P.C. is pleased to announce that Sara Franco has joined the firm as an attorney in its Commercial Litigation Department, where she will focus her practice on employee benefits and ERISA matters.

Sara brings significant experience advising on complex retirement and health and welfare plan issues involving both multiemployer and single-employer benefit plans. She works with employers, plan sponsors, fiduciaries and administrators to address questions involving plan compliance, administration and governance, helping them understand their obligations, identify potential compliance issues and make informed decisions about their plans.

Throughout her career, Sara has worked extensively with pension and welfare plans and the requirements of ERISA and the Internal Revenue Code. Her experience includes defined benefit plan funding and qualification issues, plan mergers and terminations, fiduciary matters, benefit claims and appeals, and the review and interpretation of plan documents. She also advises on benefit provisions in collective bargaining agreements and issues arising from corporate transactions and successor liability.

Before joining Tucker Arensberg, Sara served as the sole in-house benefits counsel for an international labor union representing approximately 1.2 million workers and retirees. In that role, she advised on complex pension and health and welfare plan matters, negotiated benefit provisions in collective bargaining agreements and handled administrative matters before the Pension Benefit Guaranty Corporation. She also helped translate developments in federal benefits law into practical guidance for staff and other non-legal audiences.

Sara also brings firsthand experience as a plan fiduciary. She served as a trustee on two VEBAs, including as committee chair, advised a jointly trusteed retiree health care trust and served as a union-appointed associate trustee on a national multiemployer pension plan during its critical status rehabilitation period. That experience gives her an understanding of the responsibilities and practical considerations facing the people charged with making decisions on behalf of employee benefit plans.

Sara earned her Juris Doctor from the Thomas R. Kline School of Law of Duquesne University and her Bachelor of Arts in English Literature, cum laude, from Seton Hill University.

Sara is admitted to practice in Pennsylvania.
