

PITTSBURGH, April 21,2026 – Tucker Arensberg, P.C. is pleased to announce that Rebecca Hall has joined the firm as an attorney in its Education Law practice, bringing extensive experience advising public school districts and educational institutions on complex legal and compliance matters.
Rebecca focuses her practice on special education law, student discipline, personnel and labor issues, and education compliance. She regularly counsels school administrators and boards on navigating federal and state laws, including the Individuals with Disabilities Education Act (IDEA), Section 504, Title IX, and the Pennsylvania School Code. Known for her practical, preventative approach, Rebecca partners closely with school leadership to identify potential risks early and implement policies, training, and procedures that support both compliance and student success.

Rebecca serves as solicitor to multiple Pennsylvania school districts and has significant experience representing school boards and administrators in personnel and labor matters. This perspective enables her to provide well-rounded, informed counsel to educational clients.
In addition to her legal practice, Rebecca is an adjunct professor at Point Park University, where she teaches Education Law in the graduate Principal Certification program. She previously taught Special Education Law at Slippery Rock University.
Rebecca is a nationally recognized speaker and author on education and special education law. She co-authored Assessment and Identification of Students with Emotional Disturbance and Behavioral Needs (LRP Publications), a leading resource for educators and legal professionals. She has presented at conferences across the United States and internationally, including the International School Psychology Association conferences in Basel, Switzerland and Tokyo, Japan.
Her research on implicit bias in school discipline has been cited by the U.S. Commission on Civil Rights in its report Beyond Suspensions: Examining School Discipline Policies and Connections to the School-to-Prison Pipeline for Students of Color with Disabilities.
Rebecca earned her J.D. from the University of Pittsburgh School of Law and her B.S., cum laude, from West Liberty State College. She is admitted to practice in Pennsylvania, the U.S. Supreme Court, the U.S. Court of Appeals for the Third Circuit, the Supreme Court of Pennsylvania, and the U.S. District Court for the Western District of Pennsylvania.
She is based in the firm’s Pittsburgh office.
