

Rebecca Hall is an experienced education attorney who focuses her practice on advising public school districts and school boards on special education law, student discipline, personnel and labor matters, and education compliance. She regularly works with school administrators and district leadership to navigate complex federal and state education laws, including the Individuals with Disabilities Education Act (IDEA), Section 504, and Title IX. Rebecca is known for her practical, preventative approach and collaborates closely with school leaders to identify potential legal risks early and implement policies, training, and procedures that promote compliance and support student success.
Rebecca serves as solicitor to multiple Pennsylvania school districts and has extensive experience representing school boards and administrators in personnel and labor-related matters. Before her work as a solicitor, she also represented parents of students with disabilities and served as a guardian ad litem and educational decision-maker for dependent children, representing approximately 2,000 juveniles in Pennsylvania courts and schools. This broad experience on multiple sides of the education system allows her to provide thoughtful and well-informed guidance to school clients.
Rebecca also serves as an adjunct professor at Point Park University, teaching Education Law in the graduate Principal’s Certification program, and has previously taught Special Education Law at Slippery Rock University.
Rebecca is a nationally recognized speaker and author on education and special education law. She co-authored the widely used book Assessment and Identification of Students with Emotional Disturbance and Behavioral Needs (LRP Publications), a leading resource for both legal and education professionals. She has presented at conferences and professional programs across the United States and internationally, including the International School Psychology Association conferences in Basel, Switzerland and Tokyo, Japan.
Her research on implicit bias in school discipline was cited by the U.S. Commission on Civil Rights in its report Beyond Suspensions: Examining School Discipline Policies and Connections to the School-to-Prison Pipeline for Students of Color with Disabilities. Rebecca has also delivered keynote presentations and regularly contributes to publications and programs addressing school discipline, special education compliance, and student behavioral supports.
