Andrew R. Herrick focuses his practice on representing public entities, state agencies, counties, municipalities, and their employees in civil litigation and administrative law matters. Drawing on his experience as former counsel to the West Virginia Governmental Ethics Commission, Andy provides practical guidance to governmental clients navigating complex legal and regulatory issues, including governmental liability, ethics compliance, administrative law, and civil defense matters.
Andy is particularly valued for his thoughtful problem-solving approach and his ability to analyze issues from multiple perspectives. He enjoys the research-intensive nature of the law and works closely with clients to identify effective, practical solutions tailored to their specific circumstances. Many of his clients are navigating litigation or claims processes for the first time, and Andy helps guide them through those situations with clear communication, responsiveness, and reassurance.
Known for being a strong listener and trusted advisor, Andy has built his practice on understanding client concerns and helping public entities minimize risk while effectively responding to legal challenges. He has also provided trainings and presentations to state agencies, county governments, municipalities, and public officials on a variety of topics, including the West Virginia Governmental Ethics Act, West Virginia Open Meetings Act, Administrative Law Judge Code of Conduct, West Virginia School Board Eligibility Rules, and landlord/tenant law.
