Litigation attorney defending public entities with proactive risk management and client-focused advocacy

Jennifer E. Tully is a Shareholder in the Charleston, West Virginia office, where she focuses her practice exclusively on litigation. She represents a wide range of public-sector clients, including boards of education, municipalities, public service departments, the West Virginia Division of Corrections and Rehabilitation, and mental health facilities.

Jennifer manages all aspects of litigation from initial complaint through resolution, serving as a trusted advisor to clients navigating complex and often high-stakes disputes. Her experience spans civil rights defense, governmental liability, employment litigation, and general negligence matters. She regularly defends claims involving use of force, employment issues, premises liability, and sensitive matters such as allegations involving students.

In addition to her litigation practice, Jennifer works proactively with clients to minimize risk and prevent future claims. She provides guidance on policy development, procedural updates, and training on best practices, helping organizations strengthen operations and reduce exposure.

Jennifer understands that litigation can be disruptive and stressful. She prioritizes clear communication, accessibility, and strong client relationships, often meeting directly with clients to guide them through discovery and case strategy. Her goal is to manage the legal burden so her clients can remain focused on their responsibilities and day-to-day operations.

A lifelong West Virginia resident, Jennifer earned her J.D. from West Virginia University College of Law and her B.S. in Business Management (Accounting concentration) from Emory & Henry College. She is admitted to practice in West Virginia and before the United States District Courts for the Northern and Southern Districts of West Virginia, as well as the United States Court of Appeals for the Fourth Circuit.

Outside the office, Jennifer enjoys spending time with her husband and four children, attending cross-country and track meets, and cheering them on at dance recitals.
