Wendy E. Greve is a seasoned litigator and trusted advisor whose practice focuses on defending and counseling state and municipal entities, law enforcement agencies, elected officials, and other public and private clients in complex litigation and governance matters. She also maintains an active consulting and training practice focused on risk management, internal investigations, and proactive legal compliance for government clients.
Wendy takes a hands-on, collaborative approach to client service. In active litigation matters, she regularly engages in roundtable strategy sessions with clients and colleagues to ensure all client needs are addressed while maintaining a proactive, defense-forward posture. In her consulting practice, she serves as a real-time resource for clients during crises—often fielding urgent calls after hours to help manage emergent incidents involving law enforcement, public officials, or governmental operations. Her work frequently extends beyond litigation into legislative review, policy analysis, and preventative risk management designed to help clients avoid future disputes and maintain effective day-to-day operations.
A core component of Wendy’s practice is helping public sector clients anticipate and prevent problems before they arise. She works closely with municipalities, counties, and governmental entities to evaluate personnel issues, ethics concerns, operational risks, and human resources challenges, while also helping ensure proper documentation and defensible decision-making. She is also deeply committed to training and education, providing certified instruction for law enforcement and public officials on topics such as investigations, use of force, and risk mitigation.
Wendy is driven by problem-solving and the opportunity to help clients navigate complex and high-stakes issues. She values the relationships built through trust and responsiveness and is known for being a steady presence during moments of uncertainty. Her clients often turn to her not only for litigation defense, but also for guidance in preventing issues before they escalate.
With over 30 years of experience, Wendy’s greatest strength lies in her ability to translate complex legal and operational challenges into practical, implementable solutions that reduce risk and strengthen institutional decision-making. She is widely recognized for her reliability, judgment, and ability to guide clients through both litigation and crisis scenarios.
Wendy earned her J.D. from West Virginia University College of Law and completed undergraduate studies at American University. She is admitted to practice in West Virginia state and federal courts, the United States Court of Appeals for the Fourth Circuit, and the United States Court of Appeals for the Federal Circuit.
