

Melissa Fann focuses her practice on health care law, corporate law, regulatory compliance, and food and drug law. She advises health care organizations, providers, life sciences companies, and other clients on complex legal and regulatory matters, with an emphasis on developing practical solutions to multifaceted challenges.
Melissa counsels clients on federal and state health care compliance issues, including the Stark Law, Anti-Kickback Statute, Civil Monetary Penalties Law, HIPAA, scope of practice, corporate practice of medicine, and other regulatory requirements. She also advises clients on clinical research and FDA regulatory matters and assists health care providers with state licensing matters, Medicare revocation actions, payer disputes, and enrollment issues.
In her corporate practice, Melissa represents buyers and sellers in a variety of transactional matters and assists clients with due diligence, corporate documents, and other aspects of business transactions, including private equity transactions. She also drafts and negotiates service agreements and provides counsel on employment and operational matters.
Melissa brings a unique perspective to her health care practice through her prior experience in clinical research and public health. Before becoming an attorney, she spent more than eight years conducting and coordinating clinical research at UPMC, managing Phase I, II, and III clinical research protocols and supporting domestic and international research projects focused on women's health and HIV prevention. Her experience included protocol development, regulatory compliance, quality control, monitoring, and preparation for audits. She also earned a Master of Public Health in Health Policy and Management from the University of Pittsburgh.
Melissa is known for her analytical approach to complex legal issues and her ability to work collaboratively with clients to identify creative, practical solutions. She enjoys helping clients navigate challenging legal and regulatory issues in ways that ultimately support better outcomes for their organizations and the patients and communities they serve.
Melissa is admitted to practice in Pennsylvania and Ohio and is certified in public health practice. She is an active member of the Allegheny County Bar Association and has served as chair and immediate past chair of its Health Law Section. She also serves as secretary of the board of North Hills Community Outreach and is involved with local youth sporting organizations.
Outside of her legal practice, Melissa enjoys traveling, spending time outdoors, participating in a rowing league, and spending time with her family in Pittsburgh.
